Resource nationalism does not only applies to Russia, but it influences national economies around the world given the importance of natural resources in the survival of a country. It is crucial for Korea to have secure supply of petroleum and gas as 67% of its exports are directly linked to oil and oil-related products. Soaring oil prices helped Russia to overcome Moratorium of 1998. Russia not only benefited from the high oil prices, but they successfully weaponized their oil resources. Explosive oil demand from China also contributed to bring about a war for energy. By weaponizing natural resources, Russia is attracting Japanese investment and technology. Russia controls oil production on the pretext of environmental concerns, which overrides all contractual principles and conditions. On the other hand, Japan, with the world’s second-largest oil reserve, has set up a ‘future-oriented’ energy plan, which involves a great amount of overseas investment. The Russo-Japanese relations are in fundamental transformation, putting away their historical grievances with a sole aim of promoting bilateral economic benefits.
