에너지수송안보문제와 우리의 대응전략： 중ㆍ일의 對러경쟁 사례 연구

중국과 러시아 양국의 에너지 분야에서의 협력 정도 및 그 발전방향은 우 리 미래의 에너지안보이익에 상당한 영향을 미칠 것이다. 특히 양국의 동시 베리아 및 극동러시아지역에서의 협력관계는 동 지역으로부터의 우리의 석 유 및 천연가스의 미래수급체계의 구축과 운영과 밀접한 관계가 있다. 이런 관계를 본문에서는 에너지안보(energy security)개념에서 조망하면서 수 송문제해결의 필요성과 중요성을 규명하는 시도를 한다. 지금까지 우리는 수송로의 노선을 둘러싼 중국과 일본의 경쟁관계의 구도 속에서 러시아의 노선결정에 대한 유보적인 입장을 이해해왔다. 그러나 본문에서는 러시아의 유보적인 입장을 에너지안보개념과 지역 역학구조 및 그 잠재적 영향력을 분석하는데 초점을 맞추고 있다. 동시베리아 및 극동러시아지역의 에너지자원을 효율적으로 수송할 수 있 는 잠재적 육상수송로의 경로가 중국과 일본을 경유한다는 가정에서 보면, 우리의 향후 대러시아 에너지안보정책은 러·중·일 3국의 관계를 고려하 여 설정되고 추진되어야할 것이다. 그리고 미국이라는 변수요인을 고려해야 한다. 이런 의미에서 본문은 에너지안보이익에 대한 개념분석을 통해 에너 지수송문제의 전략적 의미와 그 중요성을 고찰한 후 문제에 대한 우리의 외 교적 접근의 필요성과 당위성을 설명할 것이다. 그리고 동시베리아와 극동 러시아지역 에너지자원의 현황과 러시아의 동 지역 에너지개발정책 및 그 입장을 살펴볼 것이다. 그리고 우리의 중장기정책을 수립하기 위한 전제조 건으로 이 지역의 수송관 건설을 둘러싼 중국과 일본 양국 간의 치열한 경 쟁관계를 파악하는 것이다. 그러므로 본문에서는 이들의 경쟁관계를 쌍무차 원에서의 양국관계에서 인식하기보다는 지정학적 역학관계에서 러시아의 입 장을 접목시켜 경쟁의 불가피성을 규명할 것이다. 그리고 우리에게 불리하 게 작용하는 치열한 중일 양국의 경쟁관계와 러시아 에너지정책의 내재적 인 문제를 극복하기 위한 전략방안을 제시하는 것으로 결론을 맺을 것이다.
Abstract
Energy security is a growing concern to Korea’s long-term energy policy and strategy. Korea has struggled in garnering necessary support from both Russia and regional states in securing not only Russia’s energy resources but also transportation routes. The struggle stems from two factors：While Russia has much reservation on the final routes for pipeline outlets to East Asia (i.e.“ China line”and“ Japan line”), China and Japan do not seem to be able to spare their attention to other regional states’needs at this particular moment. Instead, China and Japan appear to head on a separate way to secure their respective energy needs. Their endeavor has only evolved into a great rivalry by which Korea is left in a strategic twilight. Based on the analysis of energy security concept, the article examines the reasons behind Russia’s reservation and the rivalry between China and Japan with respect to their desire to be the final destination of the pipeline outlets. By drawing lessons from their competition, it suggests the policy implications for Korea in the conclusion.
