연기금 금융화에 관한 기존 논의는 사적연금기금과 공적연금기금 금융화를 구분하지 않은 채 이루어져 왔다. 비앵글로색슨계 연기금인 스웨덴과 한국의 공적연기금은 21세기로의 진입을 전후하여 금융화의 길을 걷게 되었다. 이는 앵글로색슨자본주의에서 연기금 금융화가 사적연금 위주로 이루어진 것과 대조된다. 이 연구에서는 공적연금 중심의 연기금 금융화 사례로 스웨덴과 한국을 살펴보고, 그 공통점과 차이점을 분석함으로써 이러한 변화가 가지는 의미를 규명하고자 하였다. 국가의 금융 시장 통제가 강했던 스웨덴과 한국에서 국가가 주도한 공적연기금 위주의 연기금 금융화는 모두 현행 금융 자본주의를 지속시키는 물질적·정서적 기반을제공한다. 그러나 두 사례는 공적연기금 운용과 연금 시장에서의 국가 역할과 기금운용의 정치적 위험 면에서 차이를 갖는다. 이 점에서 두 나라는 다른 길을 걷고 있다.
Abstract
The theory of pension fund capitalism is not tend to distinguish differences of characteristics of public pension fund from private pension fund. Since 2000 Sweden and Korea have pursued financilisation of public pension funds, which contrasts with pension fund financialisation centered on the private pension funds in Anglo-saxon countries. In this study, as the different cases of public pension financialisation, Korea’s and Sweden’s experiences will be analyzed focused on the differences and similarities with the purpose of clarifying the meaning of changes. Public pension fund financialisation in Korea and Sweden in which government was strong, function as the material basis and emotional basis of current financial capitalism. However each nation is on the different road in terms of the political risks of pension fund management as the results of different role of government in the pension market and public pension fund administration.
