Abstract

Deng Xiaoping Deng Xiaoping’s leadership has transformational characteristics. According to leadership theory, transformational leadership is characterized by four key elements: idealized influence, intellectual stimulation, inspirational motivation and individualized consideration. Deng Xiaoping possessed these core attributes of transformational leadership, as exemplified by the implementation of the 1978 Reform and Opening-up, often referred to as ‘China’s Second Revolution’. This paper further illustrates Deng Xiaoping’s transformational leadership by analyzing his 1992 Southern Tour. During this period, the reform and opening-up policy faced significant setbacks due to the collapse of the socialist bloc, the aftermath of the Tiananmen Square incident, and the growing conservatism in domestic politics. In response, Deng Xiaoping sought to shift the existing paradigm to push for deep reform. Through the Southern Tour, he proposed a bold reinterpretation of socialism, revised the theory of primary contradictions, advocated for introducing market mechanisms within socialism, and criticized leftist tendencies. The 14th National Congress of the Chinese Communist Party later institutionalized these ideas. Such deep reform would not have been possible without the role of transformational leadership, which ultimately contributed to China’s economic rise and its enhanced international standing. Furthermore, Deng Xiaoping’s transformational leadership was legitimized through performance, in contrast to Xi Jinping’s leadership, which relies on indoctrination to establish authority. This distinction carries critical implications for understanding the nature of political legitimacy in contemporary China.
