본 논문은 강력한 정파 편향 성향을 보이는 한국 언론의 현실을 점검하고 여기에서 파생하고 있는 사회정치적 문제들을 논의하였다. 현재의 한국 정파언론의 역사적, 관습적 뿌리를 조선왕조의 언론 삼사와 당쟁 정치와 연관하여 검토하였다. 특히 오늘날의 한국 정치에서 발호하고 있는 독특한 정치적 의견 질서인 “떼론”을 개념적으로 정의하고, 그것의 여러 가지 특성들과 작동방식을 분석한 뒤, “소통 폐색”과 “떼론 정치” 질서 및 그 문제점을 설명하였다. 나아가 그것들의 민주주의적 함의를 추적하고 그것들과 한국 현실 정치가 직면하고 있는 위기 상황과의 관계를 이론화하고자 하였다. 이러한 논의를 바탕으로 한국 언론과 언론교육이 지향해 나가야 할 길을 구체적으로 제시하고자 하였다. 언론 보도가 준수해야 할 여러 가지 기준들을 설정하고, 사실 추구를 강조하는 객관주의 언론, 정파적 이념으로부터 자유로운 가치자유 언론, 전문직주의 언론 정착의 필요성을 제기하였다.
Abstract
This paper examines the partisan media system in South Korea and the socio-political issues arising from it. I argue that the historical and traditional roots of the current partisan media could be traced back to the Joseon Dynasty's Three Organizations for Expression (the censorate) and Partisan Strifes (dang-jaeng). Conceptualizing the notion of the "Herd Opinion" and “Communication Impasse”, I note how these concepts characterize the current landscape of political opinions, and discuss their detrimental effects on journalistic practices and democracy within Korean society. Building on these insights, the present paper delves into the importance of re-establishing Korean journalism as objective and devoid of biases. Furthermore, it advocates for conscientious efforts among Korean journalists to achieve true professionalism. By doing so, the paper underscores the significance of reviving an impartial and value-free approach to journalism and establishing principles of education for journalism, aligning it with the broader goals of a democratic society.
