소방안전관리자제도의 현황과 발전방안에 관한 연구

소방방재청은 최근 「소방시설 설치·유지 및 안전관리에 관한 법률」을 개정해 기존 방화관리자제도의 한계를 보완한 소방안전관리제도를 도입하였다. 하지만 개정된 법률의 개선 노력에도불구하고 본 연구의 분석결과, 소방안전관리자제도는 자격제도 및 강습교육의 비엄격성, 취약한실무교육, 교·강사 자격기준의 문제, 소방안전관리자의 전문성 부족 등의 문제점들이 남아있는것으로 나타났다. 이에 대한 개선방안으로 첫째, 소방안전교육기관의 전문화 및 자격제도의 내실화,둘째, 소방안전관리자의 건물 내상주의 필요, 셋째, 소방안전관리자의 선임기간 단축, 마지막으로,자율적인 소방안전관리체제의 구축을 유도하기 위하여 정책성 보험제도를 활용한 인센티브제 마련의필요성 등을 제시하였다.
Abstract
Recently, NEMA started Fire Safety Director system which complemented the limitations of the existing fire safety management system by amending on 「fire safety installation, maintenance www.kipa.re.kr 175and safety management Act」. However, the result of this research analysis shows that fire safety manager system still have some problems; including the lack of strictness of qualification and training courses, low quality of practical training, the issues of eligible criteria for teachers,lack of professionalism of the fire safety director. Therefore, this study suggests the following four main alternative directions. First, specializing fire safety education institutions and qualification system is required. Second, fire safety director may need to be resident as all -ins in the building. Third, the recruiting duration should be considered to shorten for the continuity of work. Finally, the establishment of an autonomous fire safety management system to induce incentives for using insurance is necessary to arrange.
