Abstract
This paper examined the location and character of the first Xuantu Commandery, in relation to the societies of YeMaek and Koguryo. Although there have been many debates on the location of it, a recent study indicated that 『Records of the Three Kingdoms』 and 『Dongokjeojeon』 are problematic historical materials. In addition, the term ‘Okjeo’ did not originally mean a certain region, but was a common noun meaning the forest. It was recorded as Okjeo, in transcribing it in Chinese characters. This might inform that the Xuantu Commandery was later established in the Okjeo province. If the location of the first Xuantu Commandery is regarded as an area in Koguryo, it would be possible to reasonably understand the merger and abolition of Hangoonhyun or the rise of Koguryo. It may be, therefore, valid to determine the location of it as an area in Kogyryo. The middle and upper basins of Abrok-gang was those included by Chang-hai Commandery in the period of WimanJoseon. The establishment of Chang-hai Commandery seems to give an opportunity for Han to recognize the potential of the emerging YeMaek society. Given the population of 0.28 millions, the international situation of the policy against the Huns and the later rise of Kogyryo, the Chang-hai Commandery is understood to include the Liaonan province and the middle and upper basins of Abrok-gang. The proto-Koguryo society which had been once indirectly ruled by WimanJoseon raised a rebellion against it at that time, but it was also unlikely to be a Kun-hyun of Han, so the establishment of Chang-hai Commandery ended in failure in three years. Then, Han seems to establish the Xuantu Commandery to contain the proto-Koguryo, an emerging forces, independently of WimanJoseon. The Xuantu Commandery was established without a major war in the year after the collaspe of WimanJoseon, indicating that it might not be Kun-hyun or a metropolitan organization for direct rule. In addition, the Chaek-guru document probably seems to be the period of the first Xuantu Commandery. It is thus thought that it is necessary to consider the Tonghwa province as the location of the first Xuantu Commandery
