주민자치회 참여 및 비참여 동기에 관한 연구 - 서울시 노원구 중계본동 주민자치회를 중심으로1

초록

본 연구는 참여를 희망한 주민들의 참여 및 비참여 동기에 대해 분석하였다. 연구 질문의 실증적 분석을 위해 본 연구는 서울시 노원구 중계본동 주민자치회 위원들을 대상으로 참여관찰과 심층면담을 실시하였다. 분석 결과, 주민자치회에 참여하는 주민들에게는 지역사회에 대한 관심과 흥미, 지역사회에 대한 개선 의지, 새로운 제도에 대한 접근성이 참여 동기로 작용하는 것으로 나타났다. 반면에, 주민자치회 위원의 소외감, 주민자치회 위원들의 새로운 제도에 따른 부적응과 개인 역량의 부족, 주민자치회 활동의 만족감과 효능감 부족, 주민자치회 참여 개방성과 형식적인 교육의 역효과, 의제 발굴과 예산집행 과정에서의 주민자치회의 권한 부족은 비참여 동기로 작용하는 것으로 나타났다. 이러한 연구결과는 지역사회에 참여하는 주민들의 참여와 비참여 동기를 다차원적이고 심층적으로 이해할 필요가 있다는 것을 의미한다. 특히, 지방정부 차원에서 주민들의 참여 동기는 활성화하고, 비참여 동기는 감소할 수 있도록 다양한 정책적 고려가 필요하다는 시사점을 제공한다.

Abstract

This study explores participation and non-participation of local residents in the Resident Autonomy Council. It conducted participatory observation and in-depth interviews with members of the Junggyebon-dong Residents Autonomy Council in Nowon-gu, Seoul. The results showed that the interest of the local community, the willingness to improve the local community, and access to the new system acted as motivation for participation. On the other hand, the alienation of the new members of the community, maladjustment under the new system, lack of individual competence, lack of satisfaction and efficacy in the activities of Residents Autonomy Council, adverse effects of openness and formal education, and lack of authority in the process of agenda setting and budget execution were found to increase non-participation. It means that it is necessary to understand the participation and non-participation motives of residents in a multidimensional manner. In particular, it requires various policy considerations so that the motivation for residents participation can be activated at the local government level and the motivation for non-participation can be reduced.
