제대군인 일자리 지원을 위한 지역고용네트워크특성에 관한 연구

이 연구는 취업 취약계층인의 제대군인의 실질적인 일자리 지원을 위해 지역 고용지원 네트워크 실태를 실증적으로 분석하는 데 목적이 있다. 이를 위해 지방보훈관서와 제대군인지원센터 담당자를 대상으로 설문조사를 실시하였다. 지역고용네트워크의 특징을 살펴보기 위해 정책행위자, 정책행위자의 상호작용관계, 정책네트워크 구조의 변수로 나누어 분석하였다. 분석결과를 종합해보면 첫째, 제대군인 고용지원기관으로서 지방보훈관서는 타 기관과의 파트너십이 매우 미약하였고, 취업지원도 형식적 차원에 그치고 있었다. 반면에 제대군인지원센터는 보훈처 내의 연계, 정부간 연계, 민․관협력의 외적 연계 모두 비교적 활발히 이루어지고 있다. 둘째, 지방보훈관서는 정부행위자에 국한하여 수동적 연계관계를 유지하고 있는 반면에, 제대군인지원센터는 정부행위자 외에 비정부행위자들과 능동적 연계관계를 맺고 있다. 셋째, 지방보훈관서는 폐쇄적 관계구조를 보이는 반면에, 제대군인지원센터는 상대적으로 개방적 네트워크 거버넌스를 구축하고 있는 것으로 나타났다.
Abstract
In this research, a survey was conducted on the relevant personnel at the local government offices of veterans and VNET(Veterans Service Center) to empirically analyze the current conditions of the local employment network supporting the employment of discharged military officers who are vulnerable in the job market. Integration of the analysis results indicates that the local government offices of veterans had very weak partnerships with other organizations and their employment support was perfunctory. On the other hand, the VNET had relatively active interconnections and connections with other government offices and private organizations. While the local government offices of veterans had passive relationships exclusively with government officials, the VNET had active relationships with both government officials and non-government personnel. In contrast to the closed relationship structure of the local government offices of veterans, the VNET had relatively open network governance structures.
