After the collapse of socialist states, Kim Jung-il regime had pushed forward the improvement of North Korea and the United States relationship to acquire guarantee of regime survival and economic support from Washington. Meanwhile, Kim Jung-eun regime gained the security of regime through the backing of China as chief ally unlike Kim Jung-il’s one. It will maintain the enforcement of relation with China and Russia and the development of nuclear weapon and missile. With the exception of a large assistance package from the Obama administration, it will be difficult for North Korea to make efforts to improve relationship with the United States and Japan.
