Abstract

This paper asserts two points about the issue of North Korean human rights. Firstly, we should approach the issue comprehensively, while taking into account all aspects of human rights - economic and social rights, the right of self-determination and the right to development, not limited to civil and political rights. Secondly, North Korean human rights should be discussed from the viewpoint of peace in the Korean Peninsula. In conclusion, I argue that the issue of North Korean human rights be solved in the perspective of gradualism. To verify my arguments, I examine changes in the meaning of human rights and peace. Also, I explore interrelation between the issue of human rights and that of peace in the Korean Peninsula, doing a case study about the problems of North Korean food shortage and nuclear conflict.
