Abstract

H.264 scalable video coding (SVC) allows a video to be divided into several layers, controlled by their quantization parameters (QPs), which can be used to provide different fidelity levels within a single stream. We use SVC as the basis of CPU power management scheme for H.264/SVC media players. We first examine the tradeoff between QP value and energy consumption. We then propose a new dynamic voltage scaling (DVS) technique in which the fidelity level of each video segment is selected to achieve the highest peak signal-to-noise ratio (PSNR) possible within a given energy budget. Simulations show that our scheme uses 16% to 29% less energy than full-quality video playback, while maintaining the average PSNR value above 40dB.
