This study examined the limitations of the established Saemaul Undong models for initiating developing countries into the Saemaeul Undong; it also analyzed the applicability of the Saemaul Undong in African rural communities. More specifically, we conducted a case study about Mozambique (one of Africa's least-developed countries) to examine the status of Mozambican rural areas within the country's rural development plan, evaluate their development cooperation needs, and deduce which development principles and strategies of the Saemaul Undong may be applicable. This study assumed that the Saemaul Undong was not driven by the success of the Saemaul Gaggugi Projects, viewing it, instead, as an extension of the rural development movement connected to community culture, community education, farming education, the national reconstruction movement, and income-boosting projects of the 1960s. We therefore determined that the model focusing on community capacity building and raising awareness would be more appropriate than the model based on the Saemaul Gaggugi Projects, and suggested a software approach. We also analyzed the ODA projects of the Saemaul Undong in Africa, and examined the Saemaul Undong ODA Projects in Mozambique from 2012 to the present. In the future, Korean donor organizations must identify needs for development cooperation that take into account the causes of poverty of rural communities in Mozambique and the agricultural and rural development strategies of the Mozambique government. The Saemaul Undong must be applied in a manner that increases income and cultivates basic capacity of Mozambican rural communities through awareness and education in agricultural technology.
