Abstract

Internet websites are now the most common channel and medium of information delivery. Internet websites are volatile, and the information can be easily changed or destroyed, so record-keeping is very important. In the case of the revision of the 「Enforcement Decree of the Public Records Management Act」 in 2010, 'Web records' were defined in the scope of 'Electronic records', and website archiving in public sector became official. Web archiving in the public sector in Korea uses direct transfer and web crawling methods. Meanwhile, the widespread of new user experience-based technologies is negatively impacting the quality of the crawling of webpage. This study specifically deals with the matters that the development and operation officer of a public sector website should consider so that the public sector website information can be sufficiently collected by the crawling method for web records management. By empirically analyzing the technical characteristics of the websites of 51 central administrative agencies currently in operation, a suggestion was derived to improve the quality of the web crawling. This study aimed to present crawler-friendly technical information necessary for constructing public sector websites.
