발달장애학생의 고용전환 지원을 위한 “커리어점프 희망일자리” 프로그램 참여자와 관련자의 인식과 경험에 대한 질적 연구

본 연구의 목적은 발달장애학생의 고용전환 지원을 위해 2011년 최초로 한국장애인고용공단과 서울시교육청의 협력으로 실행된 “커리어점프 희망일자리” 고용전환 지원프로그램의 참여자와 관련자에 대해 질적연구의 심층면담을 통해 이 프로그램에 대한 전반적 인식, 진행과정 및 그 성과와 개선방향에 대한 묘사를 귀납적으로 밝히는 것이다. 연구참여자는 총 16명으로 발달장애인 근로자, 어머니, 직무지도원, 고등학교 특수학급 특수교사, 훈련기관의 상사, 고용전문기관 측 책임자, ‘가’기업의 대표와 직장상사로 구성된다. 발달장애인 근로자 본인과 관련자들에 대한 심층면담 자료는 연속적 비교분석법으로 분석되었으며, 연구참여자 검토를 통해 내적타당도를 확인하였다. 분석 결과 3가지 주제영역: 고용전환지원 프로그램의 역할과 기능, 이 프로그램 참여자의 정규직 취업성과와 그 성공요인, 이 프로그램의 개선 요소 영역에 대해 모두 13가지 하위주제가 도출되었다. 본 연구를 통해 “커리어점프 희망일자리” 프로그램의 중요한 의미와 그 진행과정에 대한 다각적 묘사와 더불어 성과와 문제점 및 개선 요소가 추출되었다. 나아가 이 결과를 토대로 발달장애학생의 직업훈련에서부터 지역사회 기업으로의 성공적 고용전환과 정규직 취업을 위한 논의와 시사점을 제시하였으며, 연구의 제한점과 제언을 제공하였다.
Abstract
The purpose of this study is to investigate the perceptions and experiences of participants in “Career-jump, Hope for Job” program and program-related personnel through a qualitative inquiry. This program was implemented, for the first time in Korea, with inter-agency collaboration between Korea Employment Agency for the Disabled(KEAD) and Seoul Metropolitan Office of Education in an effort to support transition from school to employment for high-school students with developmental disabilities. This study employed in-depth interviews with 16 participants who were composed of various stakeholders including students with developmental disabilities and their parents, special education high-school teachers, job coach, supervisors at training institutions, supervisors and CEO at ‘Ka’company, and a program manager of KEAD. In-depth interviews for 16 participants were conducted by the researcher with semi-structured interview questions. The collected data were transcripted and checked by the advisory group. A qualitative analysis of this data generated 3 areas of main themes including roles and functions of the program; outcome of regular employment in a company and success factors for regular employment; improvement needs for the program. From those 3 themes, 13 sub-themes were derived. Some discussions and significance of the results were elaborated. Finally, limitations of this study and suggestions for future programs and studies were added.
