연구문제 또는 목적: 이 연구는 장애인 교원의 업무 수행에 비판적인 시선이 만연해 있는 상황에서 장애인 교원의 권리로써 시혜적 성격이 아닌 직무능력향상의 관점에서 인적지원을 제공할 수 있는 모델을 개발하고자 하였다. 연구방법: 이 연구에서는 전문가 패널 델파이 조사를 통해 장애인 교원 인적지원 모델을 개발하였다. 조사는 총 3차에 걸쳐 진행하였으며, 장애인 교원 24명, 장애인 교원 관련 연구자 3인을 대상으로 조사를 진행하였다. 연구결과: 1차 전문가 패널 델파이 조사를 통해 장애인 교원 인적지원 모델(안)을 개발하여 2, 3차 조사 간 모델의 내용타당도를 확보하였다. 장애인 교원 인적지원 모델 운영체계, 장애인 교원 지원센터(가칭) 조직 및 원칙, 장애인 교원 인적지원 체크리스트 활용 방안의 3가지 영역을 제시하였으며, 영역별 모든 문항에서 내용타당도를 확보하였다. 결론 또는 시사점: 장애인 교원 인적지원 모델 운영 시 주요한 요인으로 운영 주체의 인적지원에 대한 관점 변화를 제시하였다. 또한 구심점이 되는 장애인 교원 지원센터(가칭)를 제시하고 조직, 인력에 대한 예산 등 구체적인 논의 사항을 제언하였다. 마지막으로, 모델 적용의 후속 연구를 포함한 장기적인 계획과 현 상황에 대한 단기적인 해결 방안의 동시적 논의를 제언하였다.
Abstract
Purpose 또는 Objectives: This study sought to develop a model that can provide human support from the perspective of improving job ability rather than benefiting as a right of disabled teachers in a situation where critical views on the work performance of disabled teachers are widespread. Method: In this study, a human support model for teachers with disabilities was developed through an expert panel Delphi survey. The survey was conducted three times in total, targeting 24 disabled teachers and 3 researchers related to disabled teachers. Results: A human support model (draft) for teachers with disabilities was developed through the first expert panel Delphi survey, and the content validity of the model was secured between the second and third surveys. Three areas were presented: the operating system for the human support model for teachers with disabilities, the organization and principles of the Support Center for Teachers with Disabilities (tentative name), and the plan for utilizing the human support checklist for teachers with disabilities, and content validity was secured in all questions in each area. Conclusion 또는 Implications: A change in the operator's perspective on human support was presented as a major factor when operating the human support model for teachers with disabilities. In addition, the Center for Supporting Disabled Teachers (tentative name) was presented as a central point, and specific discussion items such as budget for organization and human resources were suggested. Lastly, simultaneous discussion of long-term plans, including follow-up studies of model application, and short-term solutions to the current situation was suggested.
