Abstract
Purpose: This study aims to analyze the support strategies and implementation plans for the sustained employment of persons with mental disabilities in social enterprises through a qualitative case study. It explores the implications for employment expansion and social integration. The research question is, “What are the key efforts made by social enterprises to support the sustained employment of persons with mental disabilities?” Method: A qualitative case study method was applied by selecting five social enterprises that employ persons with mental disabilities. A total of 10 participants were recruited, consisting of one employer and one non-disabled middle manager from each company, all with over 12 months of experience in employing persons with mental disabilities. Participants were selected through reputational sampling. Following Creswell’s (2010) research procedures, case-specific, cross-case, and core theme analyses were conducted, and inductive thematic analysis was also used complementarily to enhance the rigor of the study. Results: The within-case analysis examined the characteristics and issues related to supporting the sustained employment of persons with mental disabilities at each enterprise. The cross-case analysis identified three main categories, nine subcategories, and 25 patterns. The core theme analysis revealed the process of “building a multi-layered support system to realize the work rights of persons with mental disabilities.” Conclusion and Implications: The main findings include: first, providing reasonable accommodations to maintain employment for persons with mental disabilities; second, ensuring minimum wage and improving benefits; third, fostering a culture of mutual respect and collaborative organizational culture; fourth, building various collaborations to ensure employment sustainability; fifth, utilizing policy and institutional support; and sixth, developing new business models based on workers' needs. Based on these findings, practical and policy recommendations for the development of social enterprises and the expansion of employment for persons with mental disabilities were proposed.
