현장실습 교육 프로그램 운영 거버넌스 연구: 네덜란드의 사례를 중심으로

본 연구의 목적은 현장실습 교육프로그램의 강화를 위해 우리나라보다 일찍 현장실습 교육 프로그램을 도입한 네덜란드의 현장실습 지원 거버넌스 구축사례를 살펴보고, 이를 통해 한국 현장실습 교육 프로그램의 관리 및 시스템 운영에 시사점을 얻는데 있다. 네덜란드는 일찍부터 교육과정에 현장실습이 도입되면서 교육부, 교육청 및 각 학교와 지역 내 기업이 함께 협력하여 양질의 현장실습 교육 프로그램의 효과를 제고하기 위한 방안마련에 힘써왔다. 네덜란드의 현장실습 운영사례를 살펴보면 다음과 같다. 첫째, 현장실습 관련 유관기관과의 유기적인 연계와 거버넌스의 구축을 통해 끊임없이 발전적인 정책을 개발하고 있다. 둘째, 양질의 현장실습 교육 운영을 위해 관련기업을 인증하고 관리한다. 셋째, 정기적인 지역별 산업 인력 수요조사를 통한 인력공급과 수요의 연계와 학과개편에 조언을 제공하고 있었다. 마지막으로 직접적인 참여주체인 기업과 학교의 책임과 역할에 대한 가이드라인을 제시하여 관련자들이 보다 쉽게 현장실습을 이해하고 적용할 수 있도록 지원한다. 이러한 사례연구 결과를 중심으로 한국의 효율적인 현장실습 교육 프로그램 운영을 위한 시사점을 제안하였다.
Abstract
The purpose of this study is to examine the case of Netherlands‘s Governance for Co-op Education systems. The Netherlands started Co-op Education programs earlier than Korea. The Netherlands has been striving to establish measures for the success of Co-op Education with the cooperative of Ministry of Education, Department of Education, Vocational schools, and local businesses. More specific information as follows. First, the Netherlands is constantly making out of policies to connect with the related organizations. Second, It certificates the Co-op Education companies and manage those. Third, they should promote periodic balance between supply and demand through the surveys. Finally, they make a guideline of role and duty for companies and the school that participated Co-op education across the country. It helps participants to understand more easily and apply Co-op education systems. Based on these results, There are proposed several implications for improving the Co-op education systems of Korea.
