뉴스에 반영된 담배규제정책 논조와 정보원

국내 주요 언론사의 2011-16년 담배규제정책 보도의 논조와 정보원을 조사한 본 연구는 언론이 담배규제정책을 바라보는 관점을 분석했다. 신문 5개사와 방송 3개사의 담배규제정책 보도의 기사 종류와 보도 섹션을 분석한 결과 대부분의 기사가 사회 섹션에서 단신으로 보도되고 있었다. 기사 종류와 보도 섹션에 따른 정보원 인용 경향을 분석한 결과 외부전문가가 작성한 칼럼이 정부·시민금연단체와 같은 친담배규제 정보원을 비교적 자주 언급하고, 사회 보도 섹션 기사는 다른 섹션 기사보다 담배협회 자단체와 같은 반담배규제 정보원을 비교적 자주 인용하는 것으로 나타났다. 보도 섹션별로 정책 논조를 분석한 결과 건강/보건 섹션은 담배규제정책에 대해 비교적 긍정적 논조를 보이고 있었고 경제 및 사회 섹션 기사는 정책에 대해 비교적 부정적 논조를 보였다. 따라서 담배규제정책 관련 실무자 입장에서는 외부 보건전문가 기고와 건강/보건에 대한 특집 혹은 기획기사를 통해 담배규제정책이 집단간의 갈등을 내포하는 정치나 경제 이슈가 아닌 공익을 위한 공공보건 이슈임을 지속적으로 알려야 할 필요가 있겠다.
Abstract
This paper is intended to analyze news coverage about tobacco control policies by examining 8 Korean main news media’s 2011-16 news coverage. According to the research result, straight stories took the most proportion to report tobacco control policies and most straight stories were published or aired in society sections. While editorials by outside experts were more likely to report the policies with positive tone than columns or editorials by reporters, news articles in society sections tended to cite anti-nonsmoking sourses more frequently than other sections. Most news articles in public health sections tended to cover the policies with positive tones, but more stories in the society and economy sections reported the policies with negative tones compared to other sections. Thus officials in charge of tobacco control policy should fully utilize public health professionals’ columns and special series in public health news sections, and continuously promote tobacco control policy issues as public health issues, not political or economic issues.
