공공빅데이터를 활용한 주차수급실태분석

최근 대도시에서는 주택가 및 상가밀집지역 주차난(駐車難)으로 인해 불법주정차가 늘고 있으며, 이에비례하여 불법주정차 관련 민원도 지속적으로 증가하고 있다. 본 연구는 주차난 문제의 예방대책을 마련하기 위해 대구광역시 위경도별 주차실태조사 데이터, 공영·민영 주차장 현황, 불법 주정차 현황, 주소지별자동차등록현황 등의 공공데이터를 활용하여 시각화 및 지오코딩(Geocoding)을 통한 지도화(Mapping) 분석을 수행하였다. 이를 통해 주차공간이 부족한 취약지역을 선정하고, 주차난 해소를 위한 주차개선우선지역내 주차공유후보지를 제안하고자 한다. 본 연구에 사용된 구군별 블록 통합데이터는 시군구명, 행정동명, 등록대수, 주차장확보율 등 16개의 칼럼으로 구성된다. 주차 부족 개선우선지역은 “부족주차면수 하위 10백분위수”, “주차장확보율 하한 사분위수”, “부족주차면수의 하한 사분위수”를 기준으로 선정하였고, 부족주차면수가 가장 적은 블록이 제외되는 달성군은 예외로 “부족주차면수 하위 10백분위수”의 기준만 적용하였다. 또한 주차 부족 개선우선지역으로 선정된 주차 블록을 좁은 그리드(약 50m)로 나누어 주차부족면수와 주차여유면수를 측정한 후 주차여유면에 속하는 지점의 주소지 및 정보를 리스트화하여 총 11곳의 주차공유후보지(학교, 병원, 교회 등)를 제시하였다.
Abstract
In residential and commercial areas, illegal parking occurs due to parking difficulties, and related complaints continue to occur. One of the most frequent complaints in the region in recent years is that of illegal parking. In particular, there are many reports of illegal parking in downtown areas and illegal parking in areas dedicated to the disabled. In this study, mapping analysis and geocoding was performed using public big data such as the parking status survey data of Daegu Metropolitan City, the status of public parking lots, the status of illegal parking, and the status of vehicle registration by address. Vulnerable areas with insufficient parking space were selected using these public big data, and candidate sites for sharing within the priority areas for improving parking shortages were selected. The integrated block data for each district consists of 16 columns including the name of the city, county, town, number of registered units, and parking lot availability. The priority areas for improving parking shortage were selected based on the “lower tenth percentile of the number of insufficient parking spaces”, “the lower quartile of the parking lot availability rate”, and the “lower quartile of the number of insufficient parking spaces”. The parking blocks selected as priority areas for improving parking shortages were divided into narrow grids (about 50m) to measure the number of parking shortages and free parking spaces. In addition, by listing the addresses and information of branches belonging to the free parking area, a total of 11 locations were presented as candidates for parking sharing selection (schools, hospitals, churches, etc.).
