Abstract

For the early settlement within South Korea's society and long-term stability by the newly-arrived North Korean Refugees (hereinafter referred to as NNKRs), observation of the settlement process through continuous contact with the particular individual and integrated approach of a particular case with complex problems or need are necessary. Providing stable base of livelihood in settlement through employment, which is the most important factor in settling in a society, will play an important role in a long-term adjustment. Also, in the current system, each basic autonomous organization establish a plan to self-support an area and operate self-supporting project on its own or with private trust to support the settlement of NNKRs. Therefore, for the area-unit settlement of NNKRs, it is necessary to progressively connect society adaptation program and self-supporting aid projects for The National Basic Livelihood Protection As the employment structure is a cooperation system within the regional society, cooperation between public and private domains is inevitable. Concerning appropriate self-supporting adaptation, approach structure of integrated transmission system in the form of NNKR Self-supporting Center is necessary. The structure should be analyzed by subject, transmission structure, allowance type, and finance classifications in order to construct a desirable course from a long-term standpoint. It is an inevitable part that the support for NNKRs, which should not be in an uncertain-support form or temporary, and the duty to provide labor for self-support run simultaneously considering the long-term adaptation of South Korean society.
