본 연구는 여성 북한이탈주민에 대한 정규교육과 직업훈련이 이들의 취업에 미치는 영향을 분석함으로써 교육훈련을 통한 취업촉진방안을 모색하는 데 목적이 있다. 이를 위해 서울 거주 25세～60세 여성 북한이탈주민을 대상으로 설문조사를 실시하였고, 로짓회귀분석을 사용하여 남한에서의 정규교육과 직업훈련이 취업에 미치는 영향을 연령계층별로 나누어 분석하였다. 분석결과, 교육훈련의 효과는 45세 미만 여성에게 집중되며, 45세 이상 여성에게는 교육훈련의 효과가 나타나지 않는다. 45세 미만의 경우, 남한에서의 정규교육은 취업확률을 유의하게 높이는 반면, 직업훈련을 통한 자격증 취득은 취업에 유의한 영향을 미치지 못하였고, 직업훈련을 이수하였으나 자격증 취득을 하지 못한 경우에는 직업훈련 미이수자에 비해 취업확률이 오히려 낮았다. 45세 이상 여성의 경우에는 정규교육과 직업훈련 모두 취업에 유의한 영향을 미치지 못하였다. 45세 미만 집단에서는 미취학자녀의 양육부담, 45세 이상은 건강상태와 억양차이가 취업 장애요인으로 작용하였다. 연령에 관계없이 남한거주기간이 길수록 남한사회 전반에 대한 적응력이 높아짐에 따라 취업확률도 높아지나 그 영향력은 줄어든다. 따라서 여성 북한이탈주민의 취업을 촉진하기 위해서는 연령계층별로 특화된 정책이 필요하다. 젊은 층에 대해서는 정규교육기회의 확대가 취업촉진을 위한 효과적인 전략이며, 미취학자녀의 양육에 대한 지원이 필요하다. 중고령층에 대해서는 직업훈련과 취업의 연계 강화와 함께 건강유지를 위한 지원이 필요하다.
Abstract
This study analyzes the impact of the education and training of female North Korean refugees on their employment and explores ways to promote their employment through education and training. For this purpose, we conducted a survey for female refugees aged 25 to 60 residing in Seoul. Logistic regression analysis was adopted for an empirical analysis of the data of 278 women refugees who were surveyed. According to the regression results, formal education obtained in South Korea significantly raises the employment probability of females under the age of 45, but not for those over that age. Vocational training and certificates earned through training, on the other hand, have no significant employment-promotion effect for all age groups. For those under the age of 45, parenting preschool children bars them from finding employment. For those 45 and older, the strong Northern accent in speech and poor health status are serious barriers to their employment. The length of residence in the South increases the employment potential of female refugees, as they begin to adapt to the overall system of Korean society, but at a decreasing rate. This holds regardless of age. It thus follows that policies aiming to promote the employment of female refugees should be tailored to the specific needs of differing age groups of these refugees. For those who are relatively young, expanding formal education opportunities can be an effective strategy to facilitate their employment. Also for this age-group, strengthening child-care support, especially for preschool children, is needed. For those who are middle-aged, enhancing the effectiveness of vocational training and support for the maintenance of health are critical to enhance their employability.
