개성공단 정상화(8·14) 합의의 평가 및 개성공단의 발전적 개선방안

Abstract

There was an event Gaesong Industrial Complex was suspended and restarted operation,in 2013. Through this event, I evaluated the agreement between authorities ofNorth-South(hereinafter referred to as 8‧14 agreement) for re-operation of GaesongIndustrial Complex. Also, I insist Gaesong Industrial Complex has to be improved onestep further. I evaluated 8‧14 agreement was for normalization of Gaesong IndustrialComplex (version 1.5) and 10‧4 agreement in 2007 was to expand Gaesong IndustrialComplex(version 2.0). Furthermore, I prospected implementation of 8·14 agreementwill be completed in the near future. This paper presents that current Gaesong IndustrialComplex(3.3㎢) was a pilot project for the formation of inter-Korean economiccommunity. At this point, 10 years have passed since Gaesong Industrial Complex wasdeveloped, I insisted Gaesong Industrial Complex should be main project. To do so, theNorth and South have to promote the second stage of development. Also they have toresolve North Korean nuclear issue and promote the activation of Gaesong IndustrialComplex by two tracks. And then, by sharing the role between the government and privateinvestors, Gaesong Industrial Complex must be operated by the private sector. North and South need to promote the agreement to treaty in order to request the implementationof obligations under the international law to the other party.
