초록

Countries are seeking other ways to liberalize the international air transportation other than the Open Skies bilateral ASAs, such as plurilateral ASAs. The closer economic relations among the three countries have induced a hope to sign a plurilateral ASA in this region to promote the economic development further more. However there exist some barriers for the establishment of the Northeast Asia Air Transport Bloc. Although there are prosperous bilateral aviation markets in this region, the unbalanced distribution of benefits would prevent relevant governments from the determination in favor of the Air Transport Bloc. The political issues and the nationalism in this region add difficulties to the setup of the Air Transport Bloc. Under such circumstances, there are some alternatives for the Northeast Asia countries: a non-binding Bloc, a partial liberalization in the Bloc, a liberalized bilateral ASA which is open to the third party to participate in, and the Open Skies Bloc by stages.
