본 연구는 서울 현대사의 서술을 위해 필요한 서울시 기록을 서울기록원이 수집해야 할 방향과 수집된 보존기록의 최적의 관리 이용 방안을 제시했다. 이를 위해 서울 현대사 기록의 수집의 특성과 지방기록물관리기관의 역할을 검토하고, 현대의 주요 기록평가이론을 적용하여 서울시 기록의 수집 방향을 제시했다. 본고에서는 현대 기록선별평가론의 큰 흐름인 가치평가론, 기록화전략, 거시평가론 중에서 가치평가론의 실제적 방법론으로서의 단점을 최소화하고, 역사적 연구를 위한 기록의 선별과 거시평가론에 따른 사회적 가치를 보여주는 서울시 기록의 선별․평가 방안을 모색했다. 현대 민주주의 사회에서 거시평가론이 지향하는 목적으로서 정부 정책과 활동의 증거로서의 기록과 시민의 대응과 거버넌스 과정을 기록화하고 영구보존기록으로 선별․평가하여 수집․보존하는 방안을 강조했다. 이를 위해서 서울기록원이라는 기록관리전문기관의 독립성과 전문적 운영이 핵심적으로 중요한 사항임을 강조했다.
Abstract
Appraisal and Selection of Archives in Seoul City Archives and Collection of Historical Materials for Contemporary History of Seoul Lee, Sang-min This study examines and suggests that what records Seoul city archives should collect. This paper examines characteristics of archives apprasial and collection in modern public archives as well as fundamental roles of city archives. The study exaimines and evaluates three major appraisal theories and practices; value theory, documentation strategy, and macro-appraisal theory. Minizing the weakness of the traditional value theory as a practrical methodology, the author emphsized that the adoption of macro-appraisal theory will be an effective appraisal and collection methodology for Seoul city archives’ appraisal. The author concludes that independent and professional management of the city archives is necessary to collect and manage the archives to document the activities of Seoul city government and Seoul citizens. The collected records in Seoul city archives can be used as valuable historical sources for studying and writing the history of Seoul and Seoul citizens.
