준공영제에서의 서울시 버스노선 조정 개선방안

서울시는 버스의 노선 간 수입 불균형 해소와 효율적인 노선 조정을 통하여 시민 전체 편익을 증진시키고자 2004년 준공영제를 도입하였다. 이를 통해 서울시는 운영비용의 적자분을 민간업체에 정산해줌으로써, 수입금에 직접적인 영향을 받지 않게 된 민간업체로부터 노선 조정에 대한 반대를 최소화할 수 있었다. 하지만 준공영제는 민간업체의 수입을 극대화하기 위한 노력의 필요성을 감소시켜 적극적인 운영을 기대하기 어렵다. 이러한 이유로 운영비용의 적자를 모두 정산해야 하는 서울시의 효율적인 노선 조정에 대한 책임은 더욱 커졌다. 시민 전체의 편익을 극대화하는 버스노선의 효율적인 조정은 매우 상세한 자료를 이용한 분석이 필요하기 때문에, 지금까지 과학적으로 분석된 사례는 거의 없는 실정이다. 이러한 이유로 서울시 역시 준공영제가 도입된 이후 적자노선이 꾸준히 증가함에도 불구하고, 노선 조정 건수는 준공영제 시행 전과 큰 변화가 없는 것으로 나타난다. 즉 제대로 노선 조정이 되지 않고 있음을 알 수 있다. 이에 본 연구에서는 과학적인 방법으로 실제 활용 가능한 노선 조정 방법을 제시하였다. 분석은 스마트 카드 자료(Smart Card Data), 버스 운영관리 시스템(Bus Management System), 지리정보 시스템(Geographic Information System)의 자료를 통합하여 활용하였으며, 버스통행에 대한 과학적이고 상세한 자료가 전 세계에서 가장 잘 구축된 도시 중 하나인 서울시를 대상으로 적용 가능성을 검토하였다. 실제 운영 중인 버스노선 중 한 노선을 예로 들어 분석하였으며, 분석대상 노선뿐만 아니라 대체 및 경쟁노선의 통행배정 정산을 통하여 수요추정이 가능하였다. 즉 시민 전체 편익의 변화를 고려한 노선 조정 효과를 분석할 수 있었다. 이러한 분석방법론은 현재 구축 가능한 자료들을 통합하여 분석하는 방법으로 실제 적용이 가능한 분석방법이라는 점에서 향후 서울시의 노선 조정에 직접 활용될 것으로 기대되며, 나아가 해외 도시에서도 첨단운영시스템의 도입이 증가함에 따라 활용 가능성이 점차 커질 것으로 보인다.
Abstract
Seoul has introduced the quasi-public bus operation system in 2004 to maximize the benefit of the entire city by eliminating income disparities and being efficient route mediations. In order to minimize the opposition of private companies for route adjustments, the Seoul city manages revenue and operating costs is given to private company. But it is very complex to adjust bus routes efficiently. So there is no systematic analysis of this matter until now. For these reasons, the Seoul city deficits have increased steadily after quasi-public system. However, it does not increase the number of route adjustments, and this means that route adjustment does not work properly. In this study, by scientific analysis, it can take advantage of the actual route adjustment method. These scientific analysis is possible to use Smart Card Data, Bus Management System and Geographic Information System. Analyzes were carried out, and thus target routes as well as alternative and competing routes were established. Effect of route adjustment was analyzed in consideration of thereby benefit changes for the entire citizens. It can be utilized to adjust this method used in Seoul, because this analysis method can be applied to practical applications.
