저비용항공사 취항이 제주 국내선 수요에 미치는 영향

2000년 중반부터 제주도의 관광객 수의 두드러진 증가세는 저비용항공사들의 제주 노선 취항이 큰 기여를 했다는 평가가 있다. 그러나 실제로 그 영향이 어느 정도인지에 대한 심도 있는 분석은 아직까지 이루어지지 않고 있다. 본 연구는 저비용항공사의 취항으로 인한 제주지역 방문관광객들의 국내선 항공 수요 변화와 국내 관광객들의 행태 변화를 살펴보았다. 한국공항공사의 항공통계와 한국관광공사의 국민여행실태조사를 바탕으로 이중차분법 모델을 적용시켜 실증분석을 시행하였다. 분석 결과 제주 노선 항공운항편수는 73% 증편되었고 제주공항에 도착한 이용 승객수는 57% 증가하였으며, 제주도 관광객의 평균 체류시간은 증가하였지만 이는 통계적으로 유의하지는 않았다.
Abstract
The number of travelers to Jeju Island has increased rapidly since the mid-2000s and it might be due to the introduction and operation of low-cost carriers (LCC). This concept is still a theory as hard evidence is lacking. We examine the impact of LCCs on domestic Jeju routes, estimating the changes of number of domestic flights and passengers using airport traffic statistics. We also measure individual tour behavior based on Korea National Tourism Survey data employing a difference in differences model. Our results show that the monthly number of flights bound for Jeju increased by 73% and the monthly number of passengers increased by 57% with operation of LCC. Travelers stayed longer at the island as well but length of stay was not precisely measured.
