Abstract

The current economic feasibility analysis of public transport facilities does not reflect the benefits of health promotion to the increase in walking distance necessarily associated with public transportation. In this paper, we suggested a methodology for estimating the walking health benefits from the urban railway use and applied it to actual cases. The reduction of social cost due to the increase of walking distance was estimated based on the results of previous studies. In case of the railway project, the method of calculating the benefit by decreasing the mortality rate, decreasing the medical expenses, and reducing the number of absent days was suggested by using the walking access ratio and the average access distance to/from the railway station. The walking health benefit by railroad users who use railroads more than five times a week was estimated at about 903,000 won per year. Specifically, the benefit from the decrease in mortality rate was the largest at 860,000 won. The benefit for the reduction of medical expenses was 36,000 won and the benefit for the decrease in absent days was at about 7,000 won. This study is meaningful in that it can promote the utilization of railway and it can provide a basis for the estimation of benefit from the health promotion in the feasibility of the railway facility investment project.
