항공사 운항 정시성 산정기준에 관한 연구: 출발지연을 중심으로

정부는 공정하고 건전한 항공시장환경 조성을 위해 항공사의 역량을 정량적으로 평가하려는 노력을 기울이고 있다. 이러한 노력의 하나로 항공사의 운항 정시성은 항공교통서비스 평가의 일부 항목으로 반영되고 있으며, 운수권 배분을 위한 평가 기준으로 활용되고 있다. 그러나, 정작 항공기 운항 정시성 산정기준이 국제기준과 다를 뿐 아니라 항공사와 국가 기준의 해석이 다르게 적용되어 실제 적용에 어려움이 있다. 본 연구는 운항 정시성 산정기준 및 산정방법에 대한 해외 및 국내 사례를 비교하고, 보다 객관적이며 합리적인 정시성 산정을 위한 구체적인 방법을 제안한다. 출발항공기의 경우 현재 적용되고 있는 ‘활주로 이륙시각 ’대신 주기장을 출발하는 ‘Off-Block 시각’을 기준으로 예정출발시각보다 15분 이상 지연되는 경우를 출발지연 항공기로 분류할 것을 제안한다. 아울러, 15분 이상 출발지연 항공기 중, ATFM과 같은 항공교통관제 지시에 의한 지연량을 보정하는 방법을 제안하며, 이에 대한 구체적인 산정방법 및 결과를 예시로 설명하였다. 본 연구 결과는 항공사 입장에서 책임지기 어려운 지연요인을 제외하면서도 결과값에 대해 이해당사자 모두 타당하게 받아들여질 수 있는 운항 정시성 산정기준을 제시함으로써 항공 산업의 공정성을 증대하고자 하는 최근 경향에 기여할 수 있을 것으로 기대된다.
Abstract
In effort to maintain the fair and sound aviation market, government has been assessing the performance of airlines. Among others, on-time performance is one of the major measurements used for assessing the operational capability of the domestic airlines. However, definition and method currently adopted for measuring the on-time performance are quite distinct from those that are internationally adopted. This paper explains the discrepancy in detail and then suggests a practical way to overcome the gap. In addition, it was observed that the flights flown through congested air routes tend to experience extra departure delays. Motivated by the fact, we also propose a nobel way to for compensate the flight delays imposed by Air Traffic Control (ATC) purpose such as Flow Management (ATFM). Flight delays and on-time performances resulted from the methods are provided together with results from statistical tests that compare on-time performances of three airlines that are selected. The proposed method is potentially contribute to assessment of the on-time performance of airlines in a more reasonable and internationally adopted way.
