본 연구에서는 교통정책의 하나인 에너지세제의 변화가 자동차 등록 대수에 미치는 영향을 시계열적 회귀분석을 통해 분석하였다. 특히 유류세 및 개별소비세의 변화가 미치는 영향을 살펴보았다. 이를 위해 제1·2차 에너지세제 개편으로 인한 변화를 살펴보았으며, 2007년 8월을 기점으로 유류세와 개별소비세가 휘발유와 경유 자동차 등록 대수에 미치는 영향을 각각 실증분석하였다. 분석 결과 경유 자동차 등록 대수가 상대적으로 유류가격에 민감하게 반응하고 있었으며, 결과적으로 에너지세제 개편은 경유 자동차 대수 증가를 억제하는 효과가 있었다. 그리고 개별소비세 인하 정책은 휘발유 자동차를 증가시키고 있었다. 결국 에너지세제 개편 정책이 자동차산업에 영향을 주었다고 볼 수 있으며, 친환경차 수요 증대를 위해서는 다양한 세제 정책이 필요할 것으로 예상된다.
Abstract
In this study, we conducted a time series regression analysis to examine the impact of changes in energy taxation, a component of transportation policy, on the number of registered vehicles. Specifically, we investigated the effects of changes in fuel taxes and excises taxes. To do this, we empirically analyzed the influence of changes in fuel taxes and excise taxes on the registration numbers of gasoline and diesel vehicles as of August 2007, to understand the effects of the first and second energy taxation reforms. The analysis revealed that the registration numbers of diesel vehicles were relatively sensitive to fuel prices, indicating that the energy taxation reforms had a restraining effect on the increase in diesel vehicle registrations. And the excise tax reduction policy increased the number of gasoline vehicles. Consequently, the reform of the energy tax system may have an impact on the automobile industry, and various tax policies are expected to be needed to increase demand for eco-friendly vehicles.
