An Improvement Plan for Effective English Education in Provincial Universities: With a Special Emphasis on Proficiency-based Curriculum Development. The Journal of Studies in Language 22.1, 85-108. This study aims to develop a proficiency-based general English curriculum for effective general English education in provincial universities. For this purpose, the systematic curriculum development was done based on the findings from a delphi survey on the experts, curriculum analysis of the target universities, and needs analysis of the target universities and students. The characteristics of the developed curriculum for the target provincial universities are as follows: the curriculum is university-specific, based on the practical conditions of the university; it is proficiency-based, providing differentiated instruction according to the learners' ability; it is job-oriented, promoting the students' qualification for their future career. (Baekseok University, Cheongju National University of Education, Kookmin University, and Soonchunhyang University)
