경기도 특수교육 업무 담당 장학사와 특수교육지원센터 전문인력을 통해 살펴본 특수교육지원센터 운영 개선 방안 연구

Abstract

The purpose of this study is investigating the issues of special education support centers focusing on its system, personnel, and duty and provide recommendation for improvement through school supervisors for special education and personnel of special education support centers’ perspectives. For this purpose, a total of 11 people: 2 school supervisors for special education, 3 school supervisors for general education, 4 team managers, 2 non-tenured track personnel of special education support center were focus group interviewed. As a result, 5 upper categories were founded and 14 subcategories for improvements were suggested. In the system and administration part, the expansion of direct support not taking into account the characteristics of the center was reconsidered, conversion to one-stop support for linking and utilizing local community resources, and prior education and training for stable and efficient operation were proposed. The issue of the assignment of new personnel, the assignment of general scholarships to the special education support center head, measures according to the legitimacy of the assignment of administrative officers, overcoming the limitations of the team leader-centered organizational system, the absence of experienced teachers, and measures to resolve the isolation of the special education support center were proposed. In the area of work, it was emphasized that it was necessary to improve the efficiency of division of duties, to assign a position to the team leader, and to focus on supporting special education rather than handling administrative work overall. Based on the results of this study, recommendations for improving special education support centers operations were provided.
