Abstract

Period mentioned in this article is from 1937 when Japan invaded China to April, 1941 when making up a neutrality treaty between Russia and Japan. At that time, East-Asian policy of Russia blocked up militarism of Japan in east Asia and protected socialistic nation. In late 1930s it was Nomonhan accident that made east Asian polices of Japan and Russia conflict more clearly. This was very important accident called small war. And this accident was important turn-about deciding policies of Japan and Russia. After Japan was defeated in this war, it changed its direction to French indochina and French indonesia. Also Japan made up a nonaggression pact with Russia and tried to protect risk of war in the North. Russia intervened problems with Japan more actively. Specially, by dominant military strength Russia took strong action against frontier invasion plot of Japan. But the important contents of East-Asian project of Russia was apprehended by request making up a nonaggression pact of Japan more clearly. The basic purpose of diplomatic policies is not to make a situation opening a war with Japan and Russia simultaneously. To keep only socialistic nation Russia would not make up a pact with militaristic nation which impaired international relationships with U.S.A and U.K. Also it was a treaty regarding an actual profit as important. But as mentioned above, Russia attained its object by making up a neutrality pack with Japan not to make two lines of war.
