On 11 February 1896, King Gojong and his crown prince fled from the Gyeongbokgung palace to the Russian legation in Seoul, from which they governed for about one year, an event known as Korea royal refuge at the Russian legation. In the early morning of February 11, 1896, King Gojong fled on his gama from Gyongbokgung Palace to the Russian legation in Jong dong. Upon the success of Agwan Pacheon, King Gojong appointed his close aids to the cabinet. His most trusted confidante, Lee Beom-jin, was appointed as Minister of Justice. King Gojongthen ordered Minister Lee to resume the full investigation into the Eulmi Incident. On the success of Agwan Pacheon, Lee Beom-jin focused on solidifying his own political base by promoting his close associates from the Gungnaebu. After his appointment as minister of justice, Lee hired Lee Byong-Hui, who took part in the Chunsaengmun Incident with him as prosecutor of the Ministry of Justice and appointed him as chief detective of the Ministry of Justice the very next day. After securing control over the Ministry of Justice, Lee Beom-jin arrested 13 suspects of the Eulmi Incident to eliminate some of the figures linked to the cabinet of Kim Hong-jip. Lee Beom-jin also attempted to appoint Joo Suk-myon as director of the Ministry of Education and Kim Hong-ryuk as deputy minister of Ministry of External Affairs. Although these attempts failed owing to the opposition by Yoon Chi-ho and others, they were able to gain positions as officers of the Ministry of Internal Affairs and Royal Archives, respectively, at a later date.

Abstract
