Abstract

1920's was a period of Divide and Rule Policy by Japanese Imperialism. Japanese Imperialist divided Korean people into two parts. On the one hand Japanese Imperialist gave some privilege to the people who cooperated for Japanese rule, on the other it oppressed the people who resisted Japanese rule. Heads of Cooperative Credit Society were elected by CCS members, but actually it can be said that they were selected by the authority of Joseon Government-General (JGG) because of the right of approval of it. Korean people who newly inaugurated as heads of CCS were those collaborated in their regions with Japanese Imperialist under the policy which was supposed to create Pro-Japan Korean Factions. They could affect members of CCS, through recommendation of members, inquiring member's credit standing, investigating loan. In case of Directors differently from heads of CCS, the most significant feature was the fact that the authority of JGG determined to employ Koreans as directors of CCS since 1919. Korean directors of rural CCS were selected by Japanese ruler, because they were appointed by the authority of JGG. It would be impossible for them to become directors, unless they had collaborated with Japanese Colonists. The members of rural CCS were increased by 3.7 times from 1918 to 1928, while the members of urban CCS increased by 8.6 times during the period. In 1928, the rate of CCS members out of the number of Korean households as a whole was 11.5%. The basic reason of increasing members was that many Koreans wanted to join CCS, because the members of CCS were able to borrow money from CCS in lower rate than usuries' high interest.
