국가의 과학기술정책의 변화는 과학기술행정 및 연구개발 수행체계의 개혁을 중심으로 이루어져 왔으며, 이러한 과학기술행정 및 연구개발 메카니즘에 대한 파악은 국가혁신체제와 정책모형 및 혁신주체들 간의 동태적인 네트워크와 과학기술 투자에 대한 분석을 통해 가능하다. 본 연구는 최근 영국정부의 빠른 고등교육 및 과학기술관련 정책부처와 연구지원기관인 연구회(Research Councils)의 변화, 그리고 과학기술투자의 특징을 살펴봄으로서 영국의 과학기술정책 기조의 변화와 특징적인 시사점을 얻고자 하였다. 최근 영국의 과학기술행정체제와 과학기술투자구조의 변화의 특징은 2000년대 들어 보수당과 노동당간의 잦은 정권교체를 이루면서 빠른 구조적 변화를 해오고 있다. 과학기술행정체제의 변화는 특히 정권의 과학기술 정책방향에 따라 고등교육, 과학기술 및 산업관련 부처들의 잦은 통합과 분리가 이루어진 것이 특징이다. 둘째는 영국 과학기술행정체제의 특징중의 하나인 정부와 연구수행기관 사이 독립적인 중간조직인 연구회 조직의 역할과 변화이다. 연구회를 통해 전통적인 기초학문에 대한 강조와 기술의 산업화와 대형연구장비의 지원과 공동활용을 위한 다양한 노력들이 이루어진 것이 특징이다. 아울러 이들 정부기관과 연구회들의 과학기술 투자구조를 통해 이들 기관들의 역할비중의 파악이 가능했다. 영국 과학기술정책의 주요방향은 대학을 중심으로, 성공적으로 구축한 과학기반을 어떻게 산업계와 혁신적으로 연계시킬 것인지에 집중되어 왔으며 이를 위해 산학간 공동연구의 지속적인 지원과 과학기술 예측 프로그램의 도입 및 신기술 창업의 육성 등을 추진해 오고 있다.
Abstract
Changes of national S&T(science and technology) policy have been focused on reform of S&T administration and R&D system. The characteristics of S&T administration and R&D system in a country are shown on dynamic network among innovative actors in the national innovation system and investment structure in science and technology. This research is to find out policy implications from the characteristics of UK government's S&T policy based on the characteristics of the change of Ministries of Higher Education and S&T, and Research Councils and the features of investment in science and technology. Recently the change of UK's S&T administration system and the investment structure in the 2000s is characterized by frequent change of regime between the Conservatives and Labour. The structural change in the administrative system of the regime depending on the direction of science and technology policy has made the frequent separation and integration of S&T and industry ministry. Second, one of the features of the UK's S&T administration system is the change of research council's role in the middle between government and research actors. The characteristics of the UK S&T Policy have been focused on how to successfully build a network between academy and industry, to support academic-industrial collaborative research and promote the establishment of a business with new technology.
