본 연구는 지난 2013년 10월 서울관관경찰대를 시작으로 2014년 7월 인천과 부산지역에 각각 관광경찰대를 발족하여 운용한지 서울관광경찰대는 약 2년, 인천과 부산관광경찰대는 1년이 지난 시점에서 각 지역의 관광경찰의 운용 실태를 점검하여 분석하고 문제점을 찾아 지역의 특성에 맞는 보다 효과적인 관광경찰을 운영하기 위함이다. 이를 위해 우선 서울, 인천, 부산지역의 외국인관광객의 현황과 특성을 지역별로 나누어 분석하였고, 다음으로는 관광경찰의 업무에 있어서 불법행위에 대한 적발현황과 문제점이 있는 대표사례들을 분석하였다. 마지막으로 현행 관광경찰의 인사와 조직의 구성, 시설, 복장, 예산의 편성 등에서 나타나고 있는 문제점들을 분석하여 그 개선방안을 마련하고자 하였다. 분석결과에 따른 개선방안은 다음과 같다. 첫째, 지역맞춤형 치안 및 관광서비스의 제공이 필요하다. 이를 위해서는 각 지역의 지속적인 외국인 관광실태조사가 이루어져야 하고, 지역사회의 인력활용과 경찰보조인제도를 통하여 지역사회 주도형 관광경찰을 활성화하여야 한다. 둘째, 조직운영을 위한 관련기관과의 협력 체제를 구축하는 것이다. 서울, 인천, 부산지역의 관광경찰대가 활성화되어지기 위해서는 경찰청 이외의 정부, 지방자치단체, 문화체육관광부, 한국관광공사 등 관련기관과의 긴밀한 협력관계의 구축이 필요하며, 이를 위해서는 관련기관과의 정기적인 미팅과 전담부서와 협업라인이 만들어져야 한다. 셋째, 각 지역 관광경찰에 대한 적극적인 홍보와 차별화가 있어야 한다. 관광경찰의 홍보를 위해 외국인 유학생을 포함한 관련학과 대학생을 중심으로 서포터즈를 구성하여 활용하고, 인터넷상 관광경찰 전용 사이트를 만들거나, 호텔컨시어스를 통한 팸플릿을 배포하는 등의 다양한 방법을 통하여 관광경찰의 인지도를 높여야 할 것이다. 또한 관광경찰의 업무가 기존의 특별사법경찰관이나, 교통경찰, 지역경찰 등의 업무와 중복되는 측면이 있고 단속과 수사에 있어 전문성을 요하는 경우가 많기 때문에 관광경찰의 업무를 차별화시키고, 통역이나 관광정보제공 등을 좀 더 세분화하여 관광서비스적인 분야에 초점을 두고 활동해야 할 것이다.
Abstract
This study aims at checking and analyzing the operative actual conditions of the tourism police in each region and finding problems and then operating the effective tourism police that is suitable for the characteristic of regions. Tourism police inaugurated on October, 2013 in Seoul first and it did on July 2014 in Incheon and Busan. A researcher analyzed the present conditions and characteristic of foreign tourists regionally and analyzed the present conditions of exposure in illegal conducts in performing tourism police and representative examples that has problems. Finally a researcher wants to analyze the problems that are in personnel management, structure of organization, facilities, costumes, compilation of a budget and arrange improvement schemes. The improvement schemes resulting from analyzing situations are as follows. First, there is a need in supply for the region-ordered security in tourism service, for which there should be sustaining investigation for foreign tourists and utilizing human forces in community. Also, community leading tourism police should be activated through the system of police assistants. Second, there is need to build collaboration system with concerned institutions to operate organizations. To activate tourism police in Seoul, Incheon, Pusan, there is need to construct close collaborative relationship with concerned institutions - government, local governments, the ministry of culture and sports, Korea tourism organization - including the National Police Agency, for which regular meeting and cooperative line with exclusive department should be made among concerned institutions. Third, there should be active public relation for regional tourism police and differentiation. To make a public relation, police administration should heighten the rate of acknowledgement of tourism police through various methods, such as -by composing supporters around concerned college students including foreign students and setting a exclusive site for tourism police in Internet or distributing pamphlets by concierges. Accordingly, tourism police should differentiate and subdivide their performances as interpretation, supply for tourism information and conduct ,focusing on fields in tourism service.
