농촌 지역 주민역량이 개발만족에 미치는 영향

초록

본 연구에서는 농촌 지역에서 주민역량이 개발 만족에 영향을 미치는지에 대하여 분석하였다. 농촌 지역주민을 대상으로 한 설문 374부를 최종 분석 자료로 활용하였다. 주민역량의 요인분석결과, ‘학습기회 및 기술 역량’, ‘리더십 역량’, ‘문제평가 역량’, ‘지역사회 태도 역량’ 등 4개의 요인이 도출되었다. 주민역량과 개발 만족도 간의 관계를 알아보기 위해 다중 회귀분석을 한 결과, ‘문제평가 역량’과 ‘지역사회 태도 역량’이 통계상 유의미한 결과로 나타났다. 영향력의 크기를 살펴보면, ‘문제평가 역량’, ‘지역사회 태도 역량’ 순으로 확인되었다. 지역개발 과정에서 명확한 역할과 임무, 개발 과정의 효율성 제고, 지역주민들의 관심사 파악, 지역개발 과정의 문제에 대한 예상과 대비능력 등이 주민역량에서 가장 많은 영향력을 미치고 있는 요소라는 것이며, 마을에 관한 관심과 마을 발전을 위한 협력 등이 그 뒤를 따르는 긍정적 영향력 요소이다. 학술적 시사점으로는 주민역량과 개발 만족의 인과관계에 대해 접근하여 주민역량이 중요함을 밝혀냈고, 실무적 시사점으로는 농촌 개발과 관련된 마을 선정 시 역량 강화를 우선으로 고려하여 선정하는 프로세스가 필요하다고 제시하였다. 정책적 시사점으로는 현재의 농촌개발 정책에 있어 역량 강화 프로그램들이 더욱 강화되어야 한다고 제시하였고, 이는 바람직한 상향식 개발의 실현을 위해서였다. 한계점으로는 주민역량의 항목별 강화 방법에 대한 고민이 빠져 있다는 것이다.

Abstract

The purpose of this study is to examine if the residents' capacity has effect on development satisfaction in rural regions. A total of 374 questionnaires collected from residents of rural regions were used for final analysis. As a result of factor analysis on residents’ capacity, 4 factors including 'learning opportunities and technical capacity', 'leadership capacity', 'problem assessment capacity', and 'local community attitude capacity' were drawn out. As a result of multiple regression analysis to investigate the relationship between residents’ capacity and development satisfaction, 'problem assessment capacity’ and ‘local community attitude capacity' were statistically significant. 'Problem assessment capacity' had the greatest magnitude of effect followed by 'local community attitude capacity'. In the residents’ capacity, roles and duties in the process of local development, enhancement of efficiency in the development process, identification of the local residents’ interests and the ability to anticipate and prepare for the problems in the regional development process were the factors which have the greatest effect followed by interest in the village and cooperation for the development of village. Academic implication of this study as the result of approach to causal relationship between residents’ capacity and development satisfaction is the importance of residents’ capacity, and practical implication is that it is necessary to select a process which prioritizes strengthening of capacity when selecting villages related to rural development. Policy implication indicates that programs to build capacity should be further strengthened in the present rural development policies in order to realize desirable bottom-up development. The limitation of the study is that there is lack of concern about how to strengthen individual items of residents’ capacity.
