정년연장정책의 영향과 국민들의 정책수용성 간 관계에 관한 탐색적 연구 - 고령자 직무능력향상 프로그램의 조절효과를 중심으로 -

초록

본 연구는 정년연장정책의 영향이 국민들의 정책수용성에 미치는 영향을 살펴보고, 이러한 관계에서 고령자 직무능력향상 프로그램의 조절효과를 분석함으로써 정년연장제에 대한 정책적 시사점을 제시하는 것을 목적으로 한다. 이를 위하여 종속변수로 정년연장정책에 대한 국민수용성을, 독립변수로 정년연장정책의 영향을, 조절변수로 고령자 직무능력향상 프로그램을 설정하여 주요 변수들의 관계를 살펴보았다. 분석결과, 정년연장정책의 여러 효과 중 특히 고령근로자 생활안정, 사기진작 및 생산성 증가, 노하우 전수 등의 긍정적인 영향과 조절변수인 고령자 직무능력향상 프로그램이 정년연장정책의 수용성에 긍정적인 영향을 미침을 알 수 있었다. 또한 정년연장정책의 부정적 영향 중 생산성 저하는 대부분의 정년연장정책의 수용성에 부정적인 영향을 미침을 발견하였다. 그리고 이러한 내용들을 토대로 첫째, 일본이나 싱가폴 등과 같은 고령근로자 생활안정을 위한 고용촉진 프로그램 강화, 둘째, 사기진작 및 생산성 증가를 위해 다양한 고용 형태 개발, 고령 인력에 대한 업적 평가와 성과급 지급, 정년고령자들의 디지털 업무역량 향상을 위한 디지털 리터러시 교육 등 실시, 셋째, 노하우 전수를 위한 세대통합형 사업과 신중년 창업 서포터즈 사업 등의 지원 확대, 넷째, 학습역량 제고를 위한 신중년 특화과정과 베이비부머 훈련, 재직자직무전환 훈련 등 지원 및 노사공동훈련과정 운영 등을 정책적 방향으로 제안하였다.

Abstract

The purpose of this study is to examine the impact of the retirement age extension policy on the public's acceptance of the policy, and to analyze the moderating effect of learning competencies in this relationship. As a result of the analysis, it can be seen that the stability of the employment and worker's livelihood, boosting morale and productivity, transfer of know-how, and learning capacity have positive effects on public's acceptance of the policy. And the decrease in productivity as negative effects of the retirement age extension policy affects acceptance of the policy negatively. Based on these, the policy implications are as follows : It is necessary to develop the employment promotion programs to stabilize the livelihood of workers, the types of employment to boost morale and increase productivity, the performance evaluation and bonus payments for senior workers, and the digital literacy education to improve digital work capabilities of retired seniors. In addition, it is suggested that expanding support for generation integration projects to transfer know-how, the start-up supporters programs for middle-aged worker, the specialized courses for middle-aged worker to enhance learning capabilities, the support for incumbent job transition training, and the labor-management joint training courses are very necessary.
