창업보육센터 지원서비스의 효율적 운영에 관한 연구

초록

기술창업기업의 창업지원을 목적으로 운영되고 있는 창업보육센터(BI)는 지역의 경쟁력 확보와 경제 활성화에 중요한 정책적 수단임이 확인되고 있으며, 센터의 자산 기반의 특성에 따라 기업, 대학 및 지역경제에 어떻게 기여하는지에 대하여 학문적 논의가 이루어지고 있다. 반면 BI의 전략적 형태와 창업기업이 가진 동적인 특성으로 인하여 정책 입안자 및 BI운영자의 주요한 관심의 대상인 BI의 운영에 있어 언제, 어떠한 지원서비스를 제공하는 것이 가장 효율적인지에 대한 연구는 아직 부족하다. 본 연구는 창업보육센터에 입주하고 있는 기술창업기업도 성장단계가 다름을 확인하고, 성장단계에 따라 창업보육센터로부터 받고자 하는 지원서비스의 차이를 확인하여 창업보육센터의 효과적인 운영에 기여하고자 한다. 연구결과 창업보육센터 입주기업의 성장 단계는 창업단계 27.4%, 상업화 단계 52.5%, 성장 단계 20.1%로 대부분이 상업화 단계에 분포하고 있다. 표본 기업은 전체적으로 컨설팅 지원, 연계지원 등, 인력지원에 높은 필요성을 보이고 있다. 성장 단계별로는 인력지원만 전 단계에서 높은 필요성을 가지고 있는 것으로 확인되었다. 시설 및 장비지원, 연계지원 등 기타지원은 창업초기 기업일수록, 자금지원, 컨설팅지원, 마케팅지원은 성장단계로 진행 될수록 높은 필요성을 느끼고 있는 것으로 확인되었다. 지원서비스 세부항목에 대한 검증 결과 성장단계별로 필요의 정도에 차이가 있는 것으로 확인되었다. 이상의 결과는 창업보육센터의 운영에 있어 입주기업의 성장단계에 부합하는 지원서비스의 개발과 제공이 필요함을 확인시켜 주고 있다. 따라서 창업보육사업 운영자는 센터의 운영정책에 부합되도록 입주기업의 성장단계별 필요 지원서비스의 충실화에 노력함으로서 창업보육센터 운영 효율화를 달성할 수 있겠다. 또한 보육 과정은 입주기업의 성장과 관련되어 있으므로 센터의 보육단계 및 업종에 대한 특화를 동시에 고려한 센터 운영정책의 수립이 요구된다.

Abstract

A Study on Efficient supporting Service for BI's TenantChoi, Jong-yeol․Jeong, Hae-jooNumerous Studies examined the role of business incubator programs that promote revitalization to local economy , increase employment, and nurture high-tech industries. Recently, a number of post-business incubators have been established and operated with aims to adapt to changing environment and increase economic competitiveness in Korea. This study based on the critical factors in BI's supporting service, and identifies the stages of growth, the Needs of Tenant each stages. This effort is beneficial to understand of efficient operation of BI's services fot tenant. Empirical data was collected from 179 firms in BI in Busan. It used the questionnaire method for the CEO, It is executed the ANOVA analysis to test hypotheses. Results of empirical study are as follow:1.The stage of growth is different from each firms in BI. The stage of establishment is 27.4%, commercialization is 52.5%, expansion is 20.1%. 2.Therefore the needs of services for tenant are different to each firms too. 3. The prerequisite support is Human resources, Consulting and Networking in all stage. In the establishment stage the required supports are the Equipment and space, Networking support. After the commercial stage the required supports are the Marketing, Consulting and Financing support. In conclusion, the needs of BI's supports is significant differences by growth-stage of firms. So it is necessity that BI provide for suitable supports and Post-BI is established rapidly. Key Words：Business Incubator, Growth Stage of Tenant, BI-Service, Necessity, Post-BI
