Abstract

Hyok KimThe purpose of this research is to investigate the pattern of policy agenda-setting and leadership style in the American presidency. Focused on the American presidents' ideological commitment in the process of agenda-setting, I investigated whether ideological differences between the Republican and Democratic presidents existed and whether the policy agenda-setting pattern was connected to the individual leadership style. I empirically investigated how the two main streams of American ideology of conservatism and liberalism have influenced the presidents' agenda-setting. I employed contents analysis on the Presidents' annual State of the Union Addresses to Congress, from Woodrow Wilson to George W. Bush.According to the results of analysis, presidents' ideological commitments have significant impacts on their agenda-setting patterns. In spite of the importance of social demands and public opinion in policy agenda-setting, the president's ideological commitment has played as an important factor in the process.
