본 연구는 환경영향평가(EA)를 단순한 절차적 안전장치가 아닌, 유엔 지속가능발전목표(SDGs)에 부합하는 지속가능발전(SD)을 촉진하는 거버넌스 기반 제도로 재정립한다. 2015–2024년 구조화 문헌고찰, 국내외 비교사례연구, EA–SD 매트릭스 구축을 결합하여 EA의 촉매적 잠재 조건(과학적 엄밀성, 제도 독립성, 실질적 참여, SDGs와의 명시적 연계)을 도출하였다. 성공·실패 사례 비교를 통해 EA가 지속가능성을 강화/약화시키는 조건을 제시하고, EA–SD 매트릭스를 통해 이론적·실무적 지침을 제공한다.
Abstract
This study reframes Environmental Assessment (EA) as a governance-based institution capable of advancing Sustainable Development (SD) in line with the UN SDGs. Integrating a structured literature review (2015–2024), comparative case analyses, and the construction of an EA–SD Matrix, the study identifies conditions under which EA acts as a catalyst—scientific rigor, institutional independence, genuine participation, and explicit SDG alignment. By introducing the EA–SD Matrix and synthesizing successful and failed practices, it offers theoretical and practical guidance for transforming EA into a central instrument of sustainability governance.
