서양철학의 전쟁 담론에 대한 비판적 고찰 – 환경 윤리적 관점에서

우리는 전쟁의 참상을 논하면서 주로 파괴의 주체이자 동시에 대상이기도 한 인간이 겪는 피해와 고통에 대해 언급하곤 한다. 그렇지만 전투수행 중에 발생하는 자연파괴나 여타 생명체의 고통에 대해서는 별로 관심을 기울이지 않는 경향이 있다. 이처럼 오늘날 전쟁을 오직 인간중심적 관점에서만 바라보거나 그 밖의 참상에 대해서는 눈을 감는 태도에는 전쟁의 정당성 내지 불가피성을 줄기차게 주장해 온 동서고금의 사상가들의 입장이 하나의 배경으로 자리 잡고 있다. 즉 ‘정의로운 전쟁(just war)’에 대한 논의는 동서양을 막론하고 전쟁 자체의 역사만큼이나 오래되었다. 고대 중국에서는 통치자들이 정략적 차원에서 무력으로 주변 약소국을 복속시킬 때마다 이른바 중원(中原)을 위협하는 오랑캐에 대한 징벌을 내세우곤 하였으며, 명망 있는 사상가들 역시 의전론(義戰論)이나 주전론(主戰論) 같은 전쟁 정당화 이념을 제시하였다. 서양의 경우에도 로마제국이 이방세계를 침략할 때 항상 내걸었던 주장(bellum justum)이나 기독교에서 ‘성전(聖戰)’으로 일컫는 십자군 전쟁, 혹은 2000년대 초반 미국의 이라크 침공과정을 대표적인 예로 들 수 있다. 이처럼 역사 속에 등장한 대부분의 전쟁은 그것을 사전에 혹은 사후적으로 정당화하는 작업과 더불어 수행되었다. 이 글에서는 전쟁의 당위성이나 현실적인 역할을 강조했던 서구의 주요 철학사상가들의 전쟁관을 비판적으로 검토하고, 나아가 20세기 중후반 이후 새롭게 부각된 바 있는 생태학적 세계관에 대한 관심을 바탕으로 우리가 이른바 전쟁 효용론 내지 전쟁 불가피론의 유혹을 극복할 수 있는지 검토해 보고자 한다.
Abstract
In the long history of the western philosophy, war has been regarded as one of the most famous subjects. In this thesis we will discuss some great and influential works about war in the western philosophy. Also we will examine the possibility of overcome of war through the viewpoint of environmental ethics. Plato sees exactly the unavoidability of war as rooted in the nature of human being. In his Republic, the passage from a luxurious city to a well-ordered city is expressed by means of the proper education of the city’s military guardians. And in the same work, an early version of the so called ‘just war theory’ in the western civilization is acutely outlined. Aristotle explains the character of war in his Politics. War cannot be regarded as the aim of nation. War is only a method of peace and state organization. Peace is the real goal of our human life, just as leisure is regarded as the aim of work. He emphasizes the preparation of war and defence of polis against foreign nations. On War by Carl von Clausewitz combines observations on strategy with questions about human nature and the purpose of war. This book emphasizes the teleology of war. According to him, war cannot be an end in itself, but politics by different means. In his Philosophy of Right Hegel writes that war is the state of affairs which deals in earnest with the vanity of temporal goods and concerns. According to him war is a concentrated expression of social and political solidarity. Our survival and welfare is possible through the ecological thinking that human being and nature of the earth is not separated but closely related. Not only the environmental problems of the world but also the war in the future can be solved with the change of our viewpoint of nature.
