Abstract
The fundamental question of machine ethics is whether AI robots can make moral decisions. Taking J. Miller's "tunnel problem" as the first step, this paper aims to explore this question philosophically. To this end, I will first reveal that the "tunnel problem" is not "how will you solve it?" but "Who will solve it?" and will critically review some options - programmers, laws or institutions, and users. Through this, I am not only able to use AI robots as one of the users' "ethics options." It will argue that AI robots themselves can also become independent moral decision makers. To defend this position, I will separate the question of moral agents from that of moral decision, and then I will proceed with the discussion from the robot's theory of behavior, not from the robot's ontological point of view. I will then critically recriminate the three counter-arguments against my view - the one based on the distinction between ethical reasoning and ethical decisions, the one with a lack of emotion, and the one with moral autonomy. In the final conclusion, I would like to present a kind of gradual approach to the ethical decisions of robots.
