Abstract

This study aims to philosophically reexamine the concept of community emphasized in UNESCO's Convention for the Safeguarding of the Intangible Cultural Heritage (2003) through the lens of Johann Gottfried Herder's concept of individuality (Nationalität). Herder’s notion of individuality is not a form of simple nationalism but rather highlights the unique character and natural development of each people and culture. It is understood not as an individual trait, but as a mode of existence shared by socio-cultural communities. This perspective aligns with contemporary multiculturalism’s emphasis on respecting cultural diversity. UNESCO’s Convention defines intangible cultural heritage as a cultural element that sustains the identity and continuity of communities, placing cultural diversity and respect for human creativity at the core of its values. As Joseph Henrich explains, human progress has been driven by cultural exchange and diversity, and the dissolution of communities may lead to the loss of culture and identity. Therefore, the sustainability of communities is essential for the coexistence of humanity. Herder begins from the premise that “man is born in society” and argues that no one can become human without a community. He understands individuality not as individualism but as a communal mode of cultural existence. This concept offers a philosophical clue for addressing the societal problems caused by the disintegration of communities today. His thought, which traverses both Enlightenment and Romanticism, provides a meaningful theoretical foundation for contemporary discussions on intangible cultural heritage.
