東日本大震災後の日本経済と通商政策：TPP政策を中心に

3.11東日本大震災後、日本経済(政策)の変化や、世界で最もダイナミックなアジア太平洋地域におけるTPP(環太平洋経済連携協定)交渉に関する関心が高まっている。特に、北東アジアにおけるTPPや自由貿易圏構想を通じて経済統合の新たな制度的基盤を整備することができるのかが、大きな関心を引いているのは間違いない。それにもかかわらず、先行研究では北東アジアにおける二国間交渉における阻害要因分析やFTA締結による経済的な要因分析など、断片的な研究が一般的である。しかも、TPP政策を中心にした3.11東日本大震災後の日本経済と北東アジア経済協力に関する先行研究は殆ど見当たらないのが現状である。そこで、本論文は日本の通商(経済)政策をはじめ、北東アジア経済協力の現状とTPP制度、特に日本のTPP構想についても視野に入れ、北東アジアにおける経済協力の進路を総合的に再検討することを目的とする。具体的な分析内容は次の通りである。第Ⅱ章では、日本の通商政策の変化とFTA構想を分析し、第Ⅲ章では、日本のTPP構想と国内外の政策を分析している。特に、北東アジア経済協力の現状と日本のTPP構想(日本がTPPを通して日本経済の進路を模索している経緯)を探り、TPP参加宣言後の日本国内の産業と日米経済関係、日中韓経済協力など、対内外政策の変化及びメカニズムを分析した。また、3.11東日本大震災後、日本の新たな突破口として想定されているTPPに対する激しい賛否両論の要因と、TPP参加を宣言した背景、そして、これらを取り巻く対内外の利害関係などを考察している。結論として、第Ⅳ章では、新たなアジア経済秩序におけるTPP交渉の方向及び課題を提示し、今後の展望として北東アジア経済協力の進路を模索した。特に、北東アジア経済協力の進路に関して、しばらくは東アジア地域の経済統合構想は実現可能性が低いと予想される。そのような可能性を低下させる国内的要因としては、鳩山元政権と菅直人前政権に続き、野田佳彦首相にとっても、東アジア地域経済統合構想や東アジア共同体構想の実現に向けた具体的な戦略とイメージの不在が挙げられる。但し、東アジア共同体構想に対する米国以外の周辺国の対応が協力的である状況の中で、日本が具体的な戦略に基づいてアプローチをすれば実現の可能性はあると考えられる。
Abstract
One year has passed by since the 311 Tohoku earthquake in Japan, and it could be expected that 2012 would be an important year to gauge the future of Northeast Asian economic cooperation. In addition, TPP(Trans‐Pacific Partnership) Agreement, which impacts the most dynamic region in the world, could be a big issue and will be taking effect, if it can arrange a new institutional basis for economic integration. Based on these critical issues, this article aims to study the process and mechanism of negotiation of TPP since the 311 Tohoku earthquake, and the course of Northeast Asian economic cooperation. The specific content of the analysis is below. Firstly, starting with the trade policy of Japan, I have examined the structure of Northeast Asian economic cooperation and the design of TPP. In addition, I analyzed the mechanisms of domestic and foreign policy of Japan, such as domestic industry, economic relations between US and Japan, and economic cooperation between Korea, China, and Japan. I also analyzed the pros and cons of TPP, which is thought of as a new breakthrough since the 311 Tohoku earthquake in Japan, as well as the background of Japan’s announcement of participation in TPP despite the domestic conflicts, and the foreign interests regarding Japan's participation in TPP. Finally, instead of a conclusion, I examine the course of Northeast Asian economic cooperation. It is expected that the plan for economic integration of East Asia is less likely to be realized for a while. Domestically, this is due to the political failure (weak leadership) of Prime Minister Noda, who followed the former administration of Hatoyama and Kan. Therefore, it is possible to point out that there was no specific strategy or design to practice East Asia’s economic integration plan or the East Asian Community plan. If Japan approaches TPP with a specific strategy, then there is a possibility of the Japanese 'East Asian Community Initiative' in terms of the reaction of surrounding countries in the East Asian.
