Abstract

Japan faces a sense of crisis over the lack of innovation coupled with the lack of labor and the long-term recession. Against this backdrop, the Fourth Industrial Revolution is both a crisis and an opportunity, and the Japanese government and business set up various plans to develop an innovative business model. The c hanges c aused by the Fourth Industrial Revolution occur under the constraints of the existing employment and skill formation system. This study analyzed the path and problems of Japan’s transition process through the Varieties of Capitalisms (VOCs) theory. Various types of non-regular platform labor will increase and cause a range of problems related to labor protection. In addition, rapid technological change will conflict with the existing skilled system that values in-firm education. While the collaboration between universities, external educational institutions, management organizations, and unions is required to respond to build up new vocational training, these changes are taking place slowly. Based on these changes in labor, social policies will also need to change. Changes in labor types and demand for unemployment and education and training for labor relocation will increase, but this transition is very slow. Japan’s active labor market policy or expenditure on the unemployment sector has not been activated. Moreover, there is also the possibility that friction will emerge in the transition to the Fourth Industrial Revolution.
