Recently, the construction market has become increasingly uncertain due to such as COVID-19 and low interest rates. There is a growing need for the capability to identify risk factors that can affect the feasibility of construction projects in the early stages and to develop strategic management approaches. Particularly, as the importance of managing risks varies depending on the specific conditions and situations at the construction site, it is crucial to establish a risk management plan that reflects the uniqueness of the site during the initial phase of a projects. In this study, a classification system for key risk factors that can be considered in the process of overseas plant construction was established through a literature review. Risk assessments were conducted through surveys of construction experts in the Middle East, Asia, and the Arctic region. The results of the importance assessments revealed regional differences in the significance of the same risk factors. The findings of this study emphasize the need to derive risk factors considering the specificity of construction sites in the early stages of project execution and to build strategic management approaches accordingly.
