한국 슬로시티들의 정책 추진에 관한 내용 분석

본 연구에서는 한국의 슬로시티 정책을 6가지로 유형화하여 정책 추진 현황을 분석하였다. 분석 결과, 국내 슬로시티의 정책 추진은 대체로 인프라 구축과 지역 경관 정비 등의 하드웨어 중심의 정책에 집중되어 있는 것으로 나타났다. 현지 농수산업의 활성화 정책에 비해 지역 문화․예술의 보호 및 발전, 지역성의 발굴과 관련된 정책이 많이 미흡하여 지역 고유의 가치와 경제성이 균형을 이루지 못하고 있었음을 확인할 수 있었다. 또한 여섯 가지 정책 중에 환경정책과 지역민들의 슬로시티 인식 확대정책이 가장 부족한 것으로 나타났다. 이와 같은 분석 결과를 바탕으로 국내 슬로시티 정책의 발전 방향들을 제안하였다. 그 중에서 특히 지역 기반 조성을 위한 장기 기본계획 수립, 환경보존을 위한 다양한 정책 개발, 현지특산품 생산 및 판매 정책 추진 시 차별성 부여, 관광객 수용 정책과 지역민 인식확대 정책의 균형 유지는 국내 슬로시티 발전에 있어 필수적이라고 생각한다.
Abstract
In this article we classified six types of Slow city's policies, and analyzed it according to the distribution scheme of the propel policy. Results of the overall assessment analysis are as follow: Korean Slow city's propel policy has focus on 'infrastructure policy' and 'quality of urban fabric'. As compared with revitalization of local industry, it is very lack that protection and development of local culture, lack a lot of areas of policy. So region's unique value and economical efficiency are unbalanced. Therefore, we found that most were not considered policies are 'environmental policy' and 'cittaslow awareness creation'. Based on the results, we proposed six kinds of Korean Slow city's development plan; Separate configuration of Slow city development organization, continuos education training for citizen and officials of local government, development of a variety of 'environmental policy', give difference of 'encouragement of local produce and product', and balancing on 'hospitality & community' and 'cittaslow awareness creation'.
