초록

It is argued that with the end of the Cold War the United States adopteda strategy of ‘pragmatism’ to engage with its immediate neighbours inthe Circum-Caribbean region once the ‘threat of communism’ hadceased to exist. While developments with wider significance have beendecisive in the relations between the Circum-Caribbean states and theUnited States, what followed after the events of 11 September 2001?Several studies have been conducted to explain the post-9/11Circum-Caribbean-United States dynamics. This work examines afurther dimension in the debate by asking if the United States’ strategyof ‘smart power’ is evolving in a way that cleverly combines the ‘hard’and ‘soft’ facets of diplomacy, and what the relatively long-term trendin the Circum-Caribbean-United States relations suggests –continuityor change– when the United States, as it appears, has smartly intertwinedbusiness interests with security considerations in the region.
